D 不对因为 the act of Congress 用了 the,但前面却没有交代是什么法案。

D 那里的主语是 the act of Congress,而这个 the 前面没有交代,所以不能 the 的。但这里用 an 也是不妥,应该用 this 或是用 that,那就明显说明这只是一段里面的一部份,前面还有的。现在因为是独立的一句,所以 the 就很不妥。还有,后面那个 also established 的 also 也是没有交代。主语没有其他的动词,那就不能说“还做了什么什么”。

这句的错误不是头重脚轻,而是语序不对。那些指代问题通通都是因为把 made provision 变了 m-a-k-i-n-g . . . 这个定语,于是后面跟着的就失去了前面的照应,结果不能交代。
