这里用 past participle 是因为这是被动式，后面 has been unsuccessful 也是被动的。把 participle clause 转变为 relative clause 后就清楚为什么是 begun 了：
An attempt to ratify the Equal Rights Amendment, which was begun almost two decades ago, has been unsuccessful . . .

其实这句用主动式也可以，或者更好：
An attempt to ratify the Equal Rights Amendment, which began almost two decades ago, was unsuccessful . . .
不过这句如果改为 participle clause 就有点不顺。

A 不那么顺，主要是 twenty 没有着落。我觉得 E 是对的，只不过 copied 打印为 copies 了。似乎不太可能题目会出得那么低等，要考 tense 是否正确。如果修正为 copied 就没有问题了。

A 还有一个毛病： he first made copies of more than twenty 语义模糊，可以解释为每张图画都抄二十多张！
