答案是C,可是我觉得proposal的重点是解决了假报警的问题,因此支持这个proposal也应该从这方面寻找论据,我选A,因为用box的时候**没有办法监控,而用私人电话就可以监控的到,所以人们不会用私人电话假报警.这样理解为什么不对呢?谢谢指点哦~~

愚见 C是A的扩展 并且比较了两者 应该是符合最优原则的吧

原题的结论是Removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire.。加强题和削弱题的选项都应该最直接的针对结论，A并没有这层意思而C有，因为provide the fire department with more information about the nature and size of a fire所以没有hampering people’s ability to report a fire，因此选C。

我也觉得 A 正确。C 只是说用私人电话报火警能够让消防局得到更多的资料，但是与 reduce the number of crank calls 没有关系。

而且结论里面说people's ability to report fire指的是他们报警的能力,就是说电话是否available,跟火的情况没关系吧~~

原题的结论是Removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire其中without后的内容是才是重要的，A明显没有表达这层意思。私人电话报警和ALARM BOX报警都可以给出详细的情况，甚至PRIVATE PHONE更加灵活，当然以上都是主观推测不能用以判断题目。但原题强调的是减少prank calls但却不影响people’s ability to report a fire，A给出的答案与结论完全没有关系！

楼上为什么说 without 以后的内容才是重要的？整段讲的就是 reduce prank calls。A 对这个非常重要。为什么没有那么多人用私人电话来假报火警？用什么电话打也没有关系的啊。但是如果消防局 traces all alarm calls made from private telephones and records where they came from 的话，用私人电话假报火警的人就很可能会被查出来，所以他们就多半不会用私人电话来假报了。所以 A 和结论绝对有关系的。

相反地，C 和 Removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire. 有什么关系？得到更详细的资料对减少 number of prank calls 毫无关系。

我实在不知道楼上为什么会说 without 后面才是最重要的。看一句话说什么，先要看主句。前面一句说 propose to remove the boxes。后面就说为什么要这样做。原因就是要减少虚报火警的数量，而 without hampering people's ability to report a fire 只是说明这个措施可以行得通，不会导致报告火警时不方便。但这不是废除火警钟的理由，理由时 reduce the number of prank calls。

我认为A与原文的防治假报警还是有距离，需要加上自己的推理“能够追溯来源就可以防治假报警”
而C是直接加强“不会影响报警能力”，所以C是我的答案。

我个人想法。。。。
我觉得 Therefore, we propose to remove the boxes. 是结论，而Removing the boxes will reduce the number of prank calls without hampering people’s ability to report a fire.是证据，用来支持的。也就是说  因为 后面那就话，所以  前面那句话。

这样，c就从另一个角度证明了remove的正确性，反正那个要被remove没有留下的那个好。所以加强。

至于a，可以trace对于是否可以remove没有任何的作用。

今天正好做错了这题，所以近来看看，收获不少。
