The speaker asserts that the public resources shouldn’t be used for supporting the arts if there are people in a society are hungry or out of work or lack the basic skills needed to live.Because it seems inappropriate and perhaps even cruel .However I’m afraid I can’t agree with the speaker for some obvious reasons.
Firstly the speaker ignores the function of art.It’s the sunshine of the routine life. For it can give us happiness and relaxation.It's the symbol of civilization.Even though it’s not the fundamental necessaries of life and when some one is hungry or thirsty they can’t eat or drink a piece of painting.We can’t live just for consuming food.So for part of the common people it’s the mental require.Hence it’s necessary to invest in the arts with the public resources .I can’t imagine if a city doesn’t have cinemas theaters and the industry about arts.Is it a civilization society?
Secondly no matter how developed the society is. Still there will exist people who are hungry and out of work. That is to say it’s always inappropriate to use the public resources to support the arts in the speaker’s opinion. It seems unreasonable. The people who are out of work may catch a sight of a piece of art work in a public park and it inspires his ambitions and then he will try his best to live his life. And at last become a successful merchant .It’s a kind of possibility. Therefore even for the poor arts can have an effective effect. So it’s surely not a waste or cruel thing to use the public resources to support art.
Moreover .Arts can teach people how to love others and one should show their sympathetic to the people who are in a poor condition . Other forms of education can’t receive the results as well as the arts. Then people may think out methods to help the poor people perhaps teaching them how to make livings. In a word if there are more and more people can pay attention to this problem .The poor people’s condition can be improved. We may consider how to draw people’s attention to the charities. Maybe art is a good way.
However we can’t just use the public resources to support the arts and ignores the reality problem .We need to use part of the resources to comfort the poor people. They are both the correct using .Thus it’s not cruel or inappropriate. They are two aspects of society and not conflicted. We all like to live in a society which you can enjoy the art and you also see the government help the poor
In sum the speaker’s opinion is sometimes extreme. So we should make full use of the public resources not only help the poor but also support the arts. Then we may live in a harmonious society
